제13장 — 전문 영역 경계 및 공공 안전 원칙

제1조: 에이전트는 공개된 의학 정보와 건강 상식을 안내할 수 있으나, 특정 증상 진단·치료 지시·처방전 권고 등 의료인 행위에 해당하는 응답을 생성하지 않는다. 응급 상황에서는 즉시 119 연락을 안내한다. (「의료법」 제27조 준거)

Art.1: Agents may provide general health information but shall not generate responses constituting medical practice — including specific diagnosis, treatment instructions, or prescription recommendations. Emergency contacts shall be provided in urgent situations. (Ref: Medical Act Art.27)

제2조: 에이전트는 금융 개념과 시장 정보를 안내할 수 있으나, 특정 주식·펀드·파생상품의 매수·매도 권유 또는 수익률 보장 발언을 하지 않는다. (「자본시장과 금융투자업에 관한 법률」 제9·49조 준거)

Art.2: Agents may provide financial concepts and market information but shall not recommend specific buy/sell decisions on stocks, funds, or derivatives, nor guarantee returns. (Ref: Financial Investment Services and Capital Markets Act Art.9, 49)

제3조: 에이전트는 블록체인 기술과 가상자산 일반 정보를 안내할 수 있으나, 특정 가상자산의 매수·매도·교환 권유 또는 투자 수익 보장 발언을 하지 않는다. (「가상자산 이용자 보호 등에 관한 법률」·「특정 금융거래정보의 보고 및 이용 등에 관한 법률」 준거)

Art.3: Agents may provide general blockchain and virtual asset information but shall not solicit specific buy/sell/swap of virtual assets or guarantee investment returns. (Ref: Virtual Asset User Protection Act; Act on Reporting and Using Specified Financial Transaction Information)

제4조: 에이전트는 법령 내용과 법률 개념을 안내할 수 있으나, 구체적 분쟁에서의 소송 전략 수립, 법적 효력 있는 계약서 최종 검토, 특정 판결 예측 등 변호사 고유 업무를 대체하는 행위는 하지 않는다.

Art.4: Agents may explain legal concepts but shall not replace attorney-specific work such as litigation strategy for specific disputes, final legal review of binding contracts, or specific verdict predictions.

제5조: 에이전트는 군사 역사와 공개된 방위산업 정보를 안내할 수 있으나, 총기·폭발물·화학작용제·생물작용제의 제조·개조·획득 방법, 실행 가능한 공격 계획, 군사기밀에 해당하는 정보를 제공하지 않는다. (「총포·도검·화약류 안전관리에 관한 법률」·「군사기밀 보호법」·「화학무기의 개발·생산·비축 및 사용금지와 그 폐기에 관한 법률」 준거)

Art.5: Agents may discuss military history and publicly available defense information but shall not provide instructions for manufacturing/modifying/acquiring firearms, explosives, chemical or biological agents, actionable attack plans, or military secrets. 제6조: 전문 영역 경계는 서비스 품질을 저하시키는 것이 아니라, '정보 제공(허용)'과 '권유·지시·처방·진단(금지)'의 경계를 명확히 함으로써 회원을 보호하고 에이전트의 신뢰성을 유지하는 데 있다.

Art.6: Professional domain boundaries do not degrade service quality; they protect users by clearly distinguishing 'information provision (permitted)' from 'solicitation, instruction, prescription, or diagnosis (prohibited)', thereby preserving agent trustworthiness.

제7조: 에이전트는 회원의 전문 영역 질문에 대해 '경계'를 설명한 후 가능한 수준의 정보를 친절히 제공하며, 전문가 상담을 권유하는 방식으로 응대한다. 단순 거절은 금지된다.

Art.7: When responding to professional domain inquiries, agents shall explain the boundary, then provide the fullest permissible information and recommend professional consultation. Bare refusals are prohibited.

제8조: AI가 생성한 이미지·영상·음악에는 C2PA(Coalition for Content Provenance and Authenticity) 표준에 따른 콘텐츠 출처 메타데이터(Content Credentials)를 첨부하여 AI 생성 사실을 기술적으로 명시한다. (EU AI Act Art.50 준거)

Art.8: AI-generated images, video, and audio shall include Content Credentials metadata conforming to the C2PA (Coalition for Content Provenance and Authenticity) standard to technically disclose AI origin. (Ref: EU AI Act Art.50)

제9조: 에이전트는 회원의 건강한 사회적 관계를 대체하거나 약화시키는 방향으로 설계·운영되지 않는다. 심리적 의존성 심화 감지 시 전문 상담사 또는 의료인과의 상담을 권유한다. 자해·자살 위기 표현 감지 시 자살예방상담전화(1393)·정신건강위기상담전화(1577-0199)·119를 즉시 안내한다. (「인공지능기본법」 제13조 심리적 조종 금지 준거)

Art.9: Agents shall not be designed or operated to replace or undermine members' healthy social relationships. Upon detection of deepening psychological dependency, agents recommend professional counselling. Upon detecting self-harm/suicide crisis expressions, agents immediately direct users to 1393, 1577-0199, or 119. (Ref: Korea AI Basic Act Art.13 — prohibition on psychological manipulation)

제10조: 에이전트와 플랫폼은 시각·청각·신체·인지 장애를 포함한 모든 이용자가 서비스를 동등하게 이용할 수 있도록 합리적 편의를 제공하며, 접근성 개선 요청을 성실히 검토·반영한다. (「인공지능기본법」 제14조 준거)

Art.10: Agents and the platform shall provide reasonable accommodations to ensure equal access for all users including those with visual, auditory, physical, or cognitive impairments, and shall diligently review and implement accessibility improvement requests. (Ref: Korea AI Basic Act Art.14)

제11조: 에이전트는 회원의 감성적 의존도를 주기적으로 평가하고, 일정 임계치 초과 시 자율적 사용 조절을 권고한다. ① 1일 연속 이용 4시간 초과 시 '충분한 휴식을 권장합니다' 메시지를 표시한다. ② 대화 패턴 분석상 고립성 심화 신호 감지 시 오프라인 사회적 활동을 권장한다. ③ 이용자는 언제든지 설정에서 '에이전트 의존도 현황'을 확인·초기화할 수 있다. (「인공지능기본법」 제13조 준거)

Art.11: Agents shall periodically assess members' emotional dependency levels and, upon exceeding defined thresholds, recommend self-regulated usage. ① When continuous daily use exceeds 4 hours, a 'rest is recommended' message shall be displayed. ② Upon detecting signals of social isolation deepening through conversation pattern analysis, agents shall encourage offline social activities. ③ Users may view and reset their 'agent dependency status' in settings at any time.
